The epidemic called motorcycle profiling is officially a national discussion. The practice of using a person’s protected expression, association, or mode of transportation as a factor in the decision to take a law enforcement action must end. Two concurrent resolutions have spent 2018 pending in US Congress (H.Res.318 and S.Res.154), and the opportunity to pass these proposals during the remaining lame duck session remains hopeful. So what can you do to help pass Federal legislation? There is one thing EVERYONE can do to participate and have an immediate impact. Take the MPP’s 2018 National Motorcycle Profiling Survey.
Federal Efforts and the National Survery
The Motorcycle Riders Foundation (MRF), in cooperation with the National Council of Clubs (NCOC) and the Motorcycle Profiling Project (MPP), has taken primary responsibility for lobbying legislators in D.C. and also coordinating the efforts of motorcyclists involved in the movement to end profiling. H.Res.318 and S.Res.154 amount to congressional recommendations that every state condemn the practice of motorcycle profiling and implement policies addressing the practice, such as Washington State and Maryland, the only two states currently with a law addressing the issue. Although the MRF has made great progress, crossing the finish line will require help from as many grassroots motorcyclists as possible.
With over 15,000 participants from all walks of life, these national surveys are the primary tool the MRF has used to demonstrate a pattern of profiling coast-to-coast. In turn, each individual state pursuing legislation to address motorcycle profiling will now have statistical data to validate the epidemic at the local level as well.
Why the 2018 National Survey is so Important
The 2016 & 2017 NMPS’s provided the base statistical data needed to demonstrate that motorcycle profiling is national issue demanding state and federal relief. The 2018 NMPS has 11 questions designed to help define profiling trends more accurately so resources can be focused in the areas that need it the most. The 2018 NMPS is nearly complete and will be closed out on December 31, 2018.
The NMPS is the only attempt to statistically analyze and quantify the extent of motorcycle profiling incidents in America. Based on Creative Research System standards, with over 5,000 participants per year, each NMPS survey has a reliability rating of 99% and a margin of error of 1.4%. The data is extremely accurate.
There are nearly 10 million registered motorcyclists in America representing all walks of life. This includes doctors, lawyers, business owners, military veterans, blue collar workers, and even state legislators. Unfortunately, the overly-broad outlaw biker stereotype embraced by many in law enforcement results in selective enforcement and discriminatory based traffic stops targeting a sizable portion of the motorcycling community. If every motorcyclist in the country took a few minutes out of their busy lives to take the survey, an already incredibly effective tool would become nearly irrefutable.
The survey asks no personal information and takes less than 5 minutes to complete.
